Inspección técnica de ambulancias terrestres. Parte I: Marco referencial y alcance de verificación
Abstract— In Argentina there are regular checks of mechanical vehicle condition, called VTV (Verificación Técnica Vehicular) in Buenos Aires and ITV (Inspección Técnica Vehicular) in Córdoba. For ambulances doesn´t exist what we might call, by analogy, ITA (Inspección Técnica de Ambulancias), only ITV are required, therefore their equipment and facilities are not periodically checked. This situation generates risks that can lead to loss of material property and life. This paper analyzes and discusses the legislation and standards in our country, express the need for an ITA understood as a periodic check to ensure compliance with safety and performance of these vehicles and propose an assessment like ITV, in other words to meet the role of monitoring compliance, not all the rules, but only its main points. From here, it raises questions such as: where to put the emphasis on control and why? And, what restrictions are imposed? to obtain an effective tool to verify compliance with requirements that ensure the safety and efficacy. This article, first in a series of 5, defines the general system called ambulance and identifies their subsystems. It also describes the boundary conditions imposed by general process of ITA, which set the range of periodic verification activities that make the process. In the rest of the series, will be focused on individual subsystems, identifying their particular characteristics and how to test it, proposing procedures for each device and installation to assess, and fixing the acceptance criteria for each.
