Analysis of interests and criteria for the acquisition of Active Medical Products, at Ushuaia Regional Hospital (2014) from a case study: the case of ASEBio as the first organization of Bioengineering students
The acquisition of medical equipment, here considered Active Medical Products (PMA) according to National Law No. 26906, is habitual in the field of Public Health. For that, a research work was carried out, within the framework of the master's degree in Management of Health Systems of the National University of Rosario.
Since 2007, WHO has been supporting documents within a health technology evaluation policy, including medical or PMA equipment; In order to have clear and concrete parameters of acquisition. In Argentina, one of the only professions in the field of health, which are responsible for the evaluation of medical equipment, are Bioengineers and Biomedical Engineers. For that, an analysis of the acquisition document and interviews were carried out to all the relevant actors of the PMA acquisition.
Biomedicalization, as a new concept, sheds light on the interests of the Medical Technology Industries and how they achieve PMA enforcement goals.
The work carried out is based on the quantitative and qualitative analysis of a referential case of PMA acquisition at Ushuaia Regional Hospital, within the Public Health system of Tierra del Fuego. For that, an analysis of the acquisition document and interviews with relevant actors all of the PMA acquisition was carried out.
The investigation objectively discusses a case of acquisition in the Provincial Public Health system, in order to obtain conclusions about the interest and the criteria of the actors who participated there.
The PMA is also considered confidential and the project is not relevant. Just understand that in 2014 I represented almost 40% of the total costs of the PMA acquired for the Ushuaia Regional Hospital.
In conclusion, one can say that processes that appear disconnected in the discourses of the most powerful actors operating in the health sector, the medical-technological complex and the personal interests that are clearly part of the culture of biomedicalization managed to connect.
